Nebula is developing employer interest and recruitment relationships around talent from Timor-Leste—without getting ahead of the rules that govern deployment.

The regional context

A new ASEAN chapter—not an automatic work-pass route.

Timor-Leste was admitted as ASEAN’s 11th member on 26 October 2025. That is an important regional milestone, but ASEAN membership by itself does not add a country to Singapore’s approved Work Permit source lists.

Nebula is therefore building relationships and mapping demand in advance, while keeping all hiring communication subject to the prevailing Ministry of Manpower framework.
